With 15 years of experience, NSSC remains
the industry leader qualified in the intricate processes and
procedures with respect to the regulations outlined in 10
CFR 73.1 (a) for comprehensive Nuclear Security Programs.
NSSC's audit support service addresses four basic elements
necessary for a good security program:
Detection and Assessment - Security must
be able to detect and assess all attempts by intruders to
enter and sabotage critical vital area equipment. NSSC performs
in-depth perimeter detection system testing, access screening
equipment testing and alarm assessment testing.
Communications - Security must be able to
effectively communicate during any security event. NSSC will
evaluate the response force's capability to transmit during
both normal traffic and drill scenarios (broadcast basic critical
information about the adversary: size, activity, location
and equipment).
Delay Elements - Security must be able to
demonstrate that current in-place delay barriers (e.g. fencing,
hardened doors, etc.) create penetration timelines that will
protect the site from the Design Basis Threat as outlined
in 10 CFR 73 and meet all NRC regulation guide compliance
requirements.
Response Force - NSSC will utilize standard
NRC-OSRE methodology to evaluate site security response forces.
These areas: Vital Target Analysis, Time Line Studies, Site
Defensive Plan, Table Top Exercises, Contingency Drills, Firing
Range/Weapons survey, Deadly Force Interviews and site specific
programs are considered above and beyond nuclear industry
norm and address all of the pertinent areas of a good security
program.
NSSC's QA Audits are conducted in three phases:
- Phase 1: NSSC will conduct an initial
coordination visit to the site to review documents, scope
of services and prepare a program for follow-on inspection/evaluation
activities by the NSSC QA assistance team.
- Phase 2: NSSC will conduct inspection/testing
of the above listed four areas, act as adversaries for Force-on-Force
drills and assist in any other inspection related activities
as required by QA.
- Phase 3: NSSC will provide QA project
management and Security management with a preliminary exit
briefing prior to departing site. An in-depth written report,
prepared in NSSC's offices, will be provided to QA.
